Sara Poindexter, P.E. - Chief Operating Officer

Sara Poindexter is a Texas native, who moved to Philadelphia after enjoying life and work in Orlando, Florida for over a decade. She studied civil engineering at the University of Texas in Austin and made the move to Orlando to work in Master Planning and Land Development during the boom years in the early 2000's. As development grew at an exponential rate, terms like "sustainable" and "green" sifted to the forefront, and Sara quickly took to these new design principles, primarily as they related to low impact development and vegetated stormwater management. After the downturn in the economy, she went to work for Orange County Government, where she became a department manager, providing input on policy changes, comprehensive  master utility planning, and contracts with private developers on the construction of capital improvements.


Sara oversees all aspects of Rodriguez's operations and procedures and reports directly to the CEO.  She is a Professional Engineer with over 15 years of experience in design, permitting, and management of site design and stormwater and utility projects. Her areas of expertise includes environmental design/permitting, subsurface utility engineering, stormwater management, erosion and sediment control, cost estimating, roadway design and permitting, and municipal representation. Sara is thoroughly knowledgeable in the design and permitting phases including planning, preliminary engineering, design, estimating and final permit procurement. Sara is a leader in Philadelphia's green stormwater infrastructure (GSI) and land development communities. As committee chair of the Sustainable Business Network's (SBN) GSI Partners' Plan Review Committee she identifies and explores ways to both promote and streamline the approval of land development projects that use green and vegetated approaches to managing stormwater. Sara is also an active member of Building Industry Association (BIA) and regularly contributes to their Government Affairs/FixItPhilly Coalition meetings. 

Sara resides in the Rittenhouse neighborhood of Center City, and enjoys exploring the city on bike, foot, or transit during her free time.
