Rita Grace Manor Apartments - Residential Housing Project

PHILADELPHIA, PA (LAND DEVELOPMENT CONSULTING) - Rodriguez Consulting LLC (Rodriguez), under contract with Omnia Group Architects (Omnia), provided site/civil engineering and land surveying services for the Rita Grace Manor Apartments, a 4-story 72-unit apartment building containing 61 parking spaces located in the Greater Northeast section of Philadelphia. The project involved due diligence, approval processing, site/civil engineering, stormwater management plan, and project close out.  The new on-site stormwater system was comprised of a stone infiltration bed under the new parking lot and two bioretention facilities. The developer, Rita Grace, LLC, completed construction on this $7M project in 2016.   

Rodriguez Contribution
Rodriguez provided the following site/civil engineering and land surveying services:
  • Site Survey – Boundary, utility and topographic survey.
  • City Planning & Zoning Permit Application & Approval– Preparation of a Zoning Plans and coordination of Zoning Permit approval with Streets Dept., Planning Dept., and Licenses & Inspections (L&I).
  • PA Act 537 Permit & Approval– Prepared PA Act 537 application and coordinated with Water Dept. for approval.
  • PA DEP NPDES Application & Approval – Prepared NPDES application and E&S plans and coordinated with Water Dept. and PADEP for approval .
  • Geotechnical  – Coordinated soil and permeability tests at infiltration locations for stormwater permit application.
  • Stormwater Management Plan & Approval  – Coordinated with owner and contractor to develop a cost-effective stormwater management plan for the project.  Developed construction plan and coordinated with Water Dept. for stormwater permit approval.
  • Construction Drawings - Site grading and drainage plan, utility plan, landscape & lighting, post-construction stormwater management, ADA  compliance, and details. 
  • Construction Support - Reviewed shop drawings, coordinated with contractor, prepared as-built drawing of stormwater system.

Tajdeed Residences - Residential Housing Project

PHILADELPHIA, PA (LAND DEVELOPMENT CONSULTING) - Rodriguez Consulting LLC (Rodriguez), under contract with Tajdeed Redevelopment Associates, L.P. (Tajdeed), provided site/civil engineering and land surveying services for the Tajdeed Residences, a 45-unit housing development located in the South Kensington section of Philadelphia. The project involved due diligence, lot consolidation/subdivision, approval processing, site/civil engineering, stormwater management plan, and project close out.  The developers, Arab-American Development Corporation (AADC)  & Conifer Realty, LLC (CR), finished construction on this $14.3M project in 2015.  

Rodriguez Contribution
Rodriguez provided the following site/civil engineering and land surveying services:
  • Site Survey – Boundary, utility and topographic survey.
  • Lot Consolidation Plan Preparation & Approval – Preparation of a Lot Line Reconfiguration Plan and approval processing.
  • Deed Preparation – Prepared legal descriptions for 45 parcels.
  • City Planning & Zoning Permit Application & Approval– Preparation of a Zoning & Subdivision Plans and coordination of Zoning Permit approval with Streets Dept., Planning Dept., and Licenses & Inspections (L&I).
  • PA Act 537 Permit & Approval– Prepared PA Act 537 application and coordinated with Water Dept. for approval.
  • PA DEP NPDES Application & Approval – Prepared NPDES application and E&S plans and coordinated with Water Dept. and PADEP for approval .
  • Geotechnical & Environmental  – Performed a Phase I environmental audit of project site and coordinated soil and permeability tests at infiltration locations for stormwater permit application.
  • Stormwater Management Plan & Approval  – Coordinated with owner and contractor to develop a cost-effective stormwater management plan for the project.  Developed construction plan and coordinated with Water Dept. for stormwater permit approval.

Stormwater Design for Parking Lot - Philadelphia Navy Yard

PHILADELPHIA, PA (PAVING/DRAINAGE DESIGN) - Rodriguez Consulting LLC(Rodriguez), under contract with Rome Management Associates, LLC.(ROME),provided civil engineering and site design services for the Building 567 Laydown Paving Area project, at the Navy Yard in Philadelphia, PA; the design and construction of a 25,000 SF asphalt paved laydown area for materials, equipment, and vehicle parking and related work for use by Building 567 Public Works Maintenance and Transportation Center at the Navy Yard in Philadelphia, PA.

Rodriguez Contribution
Rodriguez was responsible for providing civil engineering and site design services including but not limited:
  • Topographic Survey Plan – Performed PA One Call, existing utilities, topographic survey, and creation of Existing Conditions Plan. 
  • Philadelphia Water Department (PWD) ERSA Submission– Project was above 15,000 SF of earth disturbance; therefore required a PWD Stormwater Permit and Existing Resources and Site Analysis submission for erosion and sedimentation control.
  • Site Development Plan – creation of site grading and drainage plan, utility plan, landscaping and lighting, and construction details.
  • PWD Stormwater Management Final Design – prepared a Post Construction Stormwater Management Plan and design of Stormwater Bioretention Basin.
  • Geotechnical  – Coordinated and reviewed geotechnical soil infiltration testing for compliance with PWD Standards.
  • Construction Related Services – Reviewed and approved shop drawings.
    Responded to information requests. Observed construction services during build.
    Prepared survey layout for Construction.

West Village Condominiums

PHILADELPHIA, PA (LAND DEVELOPMENT CONSULTING) - Rodriguez Consulting LLC (Rodriguez), under contract with B&T Home Builders (BTHB), provided site/civil engineering and land surveying services for the West Village, a housing development located in the Mill Creek section of West Philadelphia. The condominium units are four (4) stories high with a one-car garage for each unit and privately managed water, sewer, and stormwater. The project involved due diligence, approval processing, site/civil engineering, stormwater management plan, and project close out.   The developers finished construction on this $17M project in 2016. 

Rodriguez Contribution
Rodriguez worked with the developer to implement environmentally beneficial building practices that would improve urban livability within this community.  A green roof was designed to reduce the sites impervious area and prevent approximately 27,000 gallons of rainwater from discharging into the combined sewer system during a typical 1” rain event.  Additional stormwater runoff from the site is controlled using porous pavement and landscaped areas.  The green roof also provides additional green space and enhances the outdoor terrace for building occupants. Rodriguez provided the following site/civil engineering and land surveying services: 
    • Water System Design - Preparation of a Private Cost Water System  plans and specs and coordination with Water Dept. for approval.
    • Private Sewer System Design 
    • PA Act 537 Permit & Approval– Prepared PA Act 537 application and coordinated with Water Dept. for approval.
    • PA DEP NPDES Application & Approval – Prepared NPDES application and E&S plans and coordinated with Water Dept. and PADEP for approval .

                Lawrence Court Homeownership Development

                PHILADELPHIA, PA (SITE DESIGN) - Rodriguez Consulting LLC (Rodriguez), under contract with the Hispanic Association of Contractors & Enterprises (HACE), provided site/civil engineering and land surveying services for the Lawrence Court Homeownership Development, a 50-unit residential development located on a former industrial site in the St. Hugh section of North Philadelphia. The development consisted of 46 2-story townhomes with a rear parking pad for each unit and privately managed stormwater system. The project involved due diligence, approval processing, site/civil engineering, stormwater management plan, and project close out.   The developer finished construction on this $13M project in 2012.  

                Rodriguez provided the following site/civil engineering and land surveying services:
                • Private Cost Water & Sewer System Design - Preparation of a Private Cost Water & Sewer System  plans and specs and coordination with Water Dept. for approval.
                • PA Act 537 Permit & Approval– Prepared PA Act 537 application and coordinated with Water Dept. for approval.
                • PA DEP NPDES Application & Approval – Prepared NPDES application and E&S plans and coordinated with Water Dept. and PADEP for approval .
