Retrofit Concept Designs for Philadelphia Water Department

PHILADELPHIA, PA (WATER MANAGEMENT) - Rodriguez Consulting LLC (Rodriguez), provided general stormwater consulting services to AKRF on a contract that involved evaluating various properties throughout Philadelphia and preparing conceptual stormwater retrofit designs.  The designs complied with  Philadelphia Water Department (PWD) requirements and offered property owners solutions to obtain stormwater billing credits. 

The PWD recently enacted a policy in which it calculates the stormwater portion of the sewer charge for each customer.   The new stomwater charge reflects each property's service demands on the PWD's combined and separate sewer/stormwater systems. The PWD utilizes aerial photography and Geographic Information Systems (GIS) to measure each property's gross area (GA) and impervious area (IA). This information is then utilized to develop a more accurate fee for each stormwater management.

Rodriguez Contribution
Rodriguez was responsible for providing the stormwater consulting services:

  • Site Visits – Assisted AKRF with site visits and met with property owners.  Gathered information related to the preparation of conceptual stormwater management retrofit design documents by using the ADAPX Digital Pens running Capturx for ArcGIS technology to take design notes on paper maps, and collecting digital photos.
  • Stormwater Retrofit Designs – Assisted in developing design documents for green stormwater retrofits and provided assistance with the development of comprehensive cost/benefit analysis for various investment levels.

Philadelphia Zoo Site Drainage & Water Conservation

PHILADELPHIA, PA (STORMWATER MANAGEMENT) - Rodriguez Consulting LLC (Rodriguez) teamed with Paulus, Sokolowski & Sartor (PS&S) was retained by the Philadelphia Zoo (Zoo) to provide general engineering services to the Zoo to assist with various stormwater management issues including the replacement of antiquated storm/sanitary sewer infrastructure and increase the capacity of the system by re-circulating Bird Lake through a wetland.  This reduces the amount of water in the storm sewer system by approximately 200,000 gallons per day.

Rodriguez's survey crew performed a site survey and field investigation of two areas within the Zoo in order to gather topographic and existing conditions information regarding drainage features.
  • McNeil Avian Center – Rood Drain Design – Rodriguez created design plans proposing solutions to manage flooding problems at the McNeil Avian Center due to deficiencies with roof drains.  Designs proposed to disconnect drains from the combined sewer system and discharge rain water into the adjacent Bird Lake via an outfall pipe and rip rap apron.
  • Children's Zoo – Inlet and Storm Sewer Design – Rodriguez coordinated with the Philadelphia Water Department to video inspect the existing combined sewer and stormwater inlets to determine the source of the flooding problems.  Design plans were created that proposed the construction of three new stormwater inlets and new 18” RCP storm drain that would improve drainage at this area and would be Philadelphia Water Department standards.

Philadelphia Zoo Big Cat Falls Exhibit

PHILADELPHIA, PA (STORMWATER MANAGEMENT) - Rodriguez Consulting, LLC (Rodriguez) provided general engineering services to the Philadelphia Zoo (Zoo) to assist with various stormwater management issues at the Big Cat Falls Exhibit.

Rodriguez is responsible for the providing civil engineering and site design services including: 
  • Site Survey - Rodriguez's survey crew performed a site survey of three areas within the exhibit in order to gather topographic and existing elevation information
  • Stormwater Inlet Designs - Rodriguez created 11"x17" design plans proposing design solutions to manage flooding problems at two areas to redesign an existing inlet and repave the surrounding area to eliminate a potential tripping hazard.
  • Site Visit - Rodriguez conducted a site visit during a significant rain event in order to determine the cause of flooding for two inlets.  During this visit, Rodriguez also documented an additional flooding problem related to poor grading adjacent to a recently constructed wetland.
  • Summary Report - In addition to the design plans, Rodriguez prepared a summary report of our findings from the site visit, including proposed solutions to address flooding conditions in the short term as well as long term sustainable solutions that would be consistent with the City's current stormwater management plan.
