Rodriguez Welcomes Carmen Carnicero to Our Team!

Rodriguez is pleased to announce that Carmen Carnicero, a civil engineer with over 15 years of professional experience, has joined our team.  Carmen brings a wealth of knowledge in water/sewer/stormwater capital projects, municipal engineering, geographic information systems (GIS), and information management.  She will be responsible for supporting a team of engineers and land surveyors within Rodriguez that work on Philadelphia Water Department (PWD) water main and sewer design projects. 

Carmen worked for PWD for over ten (10) years where she spent five (5) years as a Design Engineer in the Design Branch and five (5) years as the department’s GIS Program Manager.  As a Design Engineer, Carmen was responsible for managing the design of over 3 miles of sewer reconstruction and 6 miles of water main relay.  As GIS Program Manager, Carmen managed a $6M data conversion contract that resulted in the creation of GIS data for 3,000 miles of water mains and sewers from paper as-built records.  Carmen was also responsible for implementing ERV (Engineering Records Viewer), the Department’s first enterprise engineering document management system.

Carmen is a 1993 graduate of Villanova University with a Bachelor of Science degree in Civil Engineering. Carmen grew up in San Juan Puerto Rico and speaks fluent Spanish.
